Executive Director of New England Conference of Public Utilities Commissioners
Rachel Goldwasser is Executive Director of the New England Conference of Public Utilities Commissioners, a non-profit that provides regional regulatory assistance on matters of common concern to public utilities commissions of the six New England states. It addresses issues challenging the electricity, gas, telecommunications and water industries.. From 2008 to 2015, Rachel was an attorney at the law firm of Orr & Reno, in Concord, New Hampshire. There, Rachel worked with diverse clients on energy issues, representing individual ratepayers, utilities, independent generators and competitive suppliers before a variety of tribunals as well as the New Hampshire legislature. She also advised nonprofits in a variety of capacities. Before joining Orr & Reno, Rachel served as law clerk for the Honorable John A. Woodcock, U.S. District Court, District of Maine. Rachel has a J.D., summa cum laude, from Vermont Law School, a Masters of Environmental Management from the Yale School of Forestry and Environmental Studies, and a A.B., cum laude, from Dartmouth College.
